[The Russian Government]

The Illustrated London News, vol. 46, no. 1311, p. 383.

April 22, 1865

The Russian Government has contracted with Messrs. Collins and Sibley, two American gentlemen, for an electric telegraph to be laid from the mouth of the Amoor to California, viĆ¢ Behring Strait. The line is to be opened on the 3rd of April, 1870, the permission of the English and American Governments having been already obtained for their respective territories, and every assistance promised by the three Cabinets concerned.
